Governing Documents

Homeowners are strongly encouraged to review and understand the documents listed below (The "Governing Documents").  Prospective purchasers of a home in Forest Hills should also review the Governing Documents during escrow.

The Covenants, Conditions and Restrictions (CC&Rs) and the Bylaws set out the rules of the Forest Hills HOA community. They describe the rules and requirements governing the development and use of all properties within Forest Hills. The goal of the CC&Rs is to protect, preserve, and enhance property values in the community. The Bylaws govern how the HOA operates.

The Architectural Control Committee rules, standards and guidelines are attached as an exhibit to the CC&R's.

The Conflicts of Interest and Disclosure Policy is designed to help directors, officers, committee members and employees of the Forest Hills HOA identify situations that present potential conflicts of interest. This Policy reinforces Section 4.12, Article 4 of the Forest Hills HOA Bylaws.

The Forest Hills HOA maintains a policy of creating and maintaining a long term budget forecast and reserve fund, to maintain, repair and replace HOA assets over the long term.  These include streets, street lighting, gates, swales, street signs, entry signage, mailbox kiosks, drains and common area landscaping, lighting and irrigation.  The forecast, budget, and both operating and reserve account balances are reviewed annually, and if necessary dues adjusted so that when costs are incurred in the future the funds will be available to pay them.  While no forecasting model can be perfect or guarantee future outcomes (All models are wrong.  Some models are useful.) it is the intent to minimize the potential of both the occurrence and magnitude of special assessments.

A prospective purchaser of a home in Forest Hills, upon entering a written binding escrow agreement for purchase and sale, may request a review of the latest monthly and annual HOA financial statement, subject to advance signing and return of the Forest Hills form of Confidentiality and Non Disclosure Agreement.
